Bulk PDF processing

I have several thousand PDF's to process. On each PDF I have 2 specific tasks. 1- save page 1 of the pdf to a new File in a new folder location. Essentially just extracting page 1 and then saving it to a folder called "Page1". 2- On most of the PDFs there is a section that has a title called Country Release Schedule. it looks like this [login to view URL] so our task here is to scan each PDF for where we find this as a heading and then look to find the next heading and save out the page/pages needed. For example suppose we have a 10 page pdf. and we find that country release schedule is on page 5 then we will save it out. but if the content of this section spans more than 1 page we need to be sure and save out both page 5 and 6. I think the way to do this is to look for the text that matches what we want. determine its formatting type like H2,H4 etc.. and then scan the file till we hit the next one. The reason we need to be a bit fancy here is that of my PDFs they are not all the sample templates so we cant make broad assumptions about the entire corpus of files. so when we run your tool I think we have the following inputs in the ui -Location of PDFs -Location to put new Page1's -Text to match for "Country Release Schedule" -Location to put Country release schedule pages while the app is running it would be good to see progress and outcomes. if you hit an error parsing a file it would be good to output a log if a file is missing the specific string text we are looking for , it would be good to make sure that is in the output log so we can go and figure out what happened. Python and c# are both acceptable languages for this as long as we get an easy to run gui for the app let me know timeline and cost needed for this.
