Windows VPN software with included proxy feature

Hello, I want a windows software that will allow people to download and use it to get free VPN access. It will also act as a connection exchange software because users will allow the use of their internet connection in return of using the free vpn service. The exchange of connections won't be between users, only with the owner of the software. Software Feature: 1) The software will act like CCproxy (a free software that turns your windows pc into a proxy) and turn the users computer into a proxy (protected with username+password). Only admin will have access to that info stored in database. 2) User will choose which country VPN available they want to use to connect for free. 3) Program will retrieve corresponding login to connect to VPN from website database. The login will not be stored in program code so it can easily be updated. 4) User must accept terms of service before installing (like any window software) Admin features: 1) See number of online users 2) See corresponding proxy login info 3) Show Ad/Load website on user computer every X minute. Specify URL of website to load. 4) Specify which countries are NOT allowed to use service. i.e. If I want to ban users from X country. They should not be able to connect and show an error message: Your country is not allowed to use this software. 5) Set up VPN server list and login info. Users won't see the login, the software will retrieve the login from DB and allow VPN software to connect. 6) Limit amount of total GB that can be used by a single user every 24 hours, 7 days, month. There is no need to create an account, their machine individual ID should allow to identity the machine. 7) Limit the bandwidth speed per user. Sample: max 100 kb per second 8) Specify blacklisted ports or custom domains that are not allowed to be used when using the VPN connection. 9) Disable email sending through VPN (I don't know if you can have this done, it's to avoid SPAM complains) Please let me know if you did any similar project in the past and if I forgot as important security feature. The program should not be detected as malicious by antiviruses.
