Feasibility study for road-side maintenance in KSA

We have a plan in Saudi Arabia to have a fleet of assents trucks to aid motorists who subscribe to our plan. We plan to get financing from the government up to 8 million SAR (roughly $3 million) as this feasibility study of the market and proposal will help us to win financing. If there are arabic speakers this a is a plus. We would need a version in English,and Arabic. We plan to have different schemes of subscriptions for motorists and hope that the writer can come up with a feasible charging rate for different car-related services.
