Joomla News Portal Edit / Setup OVER NIGHT PROJECT

Hello, i have my requirement very clear, Its a very quick project for an expert Joomla person. i want a simple news portal template in joomla which i have the header ready, i want you to fix my header, also i have the layout of the page ready. just visit [login to view URL] i want a same replica of layout with my header and this is made in drupal, i want this new template in joomla where the admin / reporters can login and easily add items on home page and catogery wise, for example if an item is added in Madhya Pradesh catagoery it shall immidiately highlight on latest news on home page and when someone clicks Madhya Pradesh he should get all the news related to the same Madhya Pradesh state only. secondly this website shall mainly be divided in three parts Chhatisgarh as one Stat Madhya Pradesh as 2nd State and Vidarbha as third, while posting a news / article one will select the catagoery first and then shall select the state out of these three. now there are several catagory like... Business, Classified, Forest & Wildlife Etc.. Once Postedanything in these catagory if someone clicks from home page it shall show all in these catagory, but as someone goes in any of the three states he should get the info related to the same state only. like if clicked on business on home page business info posted in all the three states shall come, and if some one goes in any state and then clicks business the articles posted in that catagory will come. i hope i am very clear. now the admin section should be less cluttered, simple access to multiple people who should have the permission to just login and add / delete news etc. they should easily be able to add an article and browse select an image for that article. on the home page there shall be several partions like in [login to view URL] also there shall be a Marquee Scroller which shall keep scrolling just below the Header which in admin panel should have an option to add / delete news in this marquee scroller. option of site search / news search only thing is i want this ASAP. i already have it in drupal but less user friendly. also i dont want any Horizontal scroller, should FIT in 1024 x 768 resolution. also should look perfect in wide screens. i prefer the same color scheme in my current site viz. [login to view URL] this should be completely white labelled on home page and in admin panel, no developer / any other branding. litrally blank. i am also open to anything other then joomla if you have something better.
