Social media - squidoo pages- high page rank backlinks 300p/m

Hi I am looking for someone who has experience in offsite optimisation and who is familier in created anchor text links. My budget is small to start off with but will increase during time. I would like to find someone that will work with me on a long term relationship and help me tak my website to the top of google. At first I will be looking for top social bookmark submissions. This will need to be done on a weekly bases uses proxies and a new sign up account everytime. I have a nice list of high page rank back links and you will need to follow the instructions that I provide you with to create the backlinks. the majority of them will require you to register on the site and place the links in the bio or profile page. I would also like you to use social media and web 2.0 sites and create squidoo pages and blogs. This will be a long term project where we will work side by side. My current budget is $30-$50 but I will increase this during time
