computer controlled smart phone battery charger

We need a computer controllable smartphone battery charging unit. Requirements - 1) Interfaced to computer via COM port. 2) There should be a control board that is interfaced to computer and charger board, that has atleast 20 cables (different tips for different brand of mobile phone), Each of the cable can be addressed from software in computer and can be switched on/off for charging. 3) Should detect if the phone is connected in any of cable or not 4) This 20 cables is grouped in 5 groups with 4 cables in each. Each of those 4 cables with reside in a locker box (which is already available). This locker box got relay sensors in it, which should be controlled from that control board as well, to open the locker from software and detect if locker is closed back or not. 5) Charge rate for any brand should atleast be equivalent to it's wall charger. Faster the better!! Deliverables 1) Control board PCB design 2) Charging board PCB design 3) Documentation of the hardware design 4) Documentation of microcontroller or similar embeded software inside the pcb board 5) Documentation for software developers on how to interface it with computer (Control/Respond signals) PLEASE NOTE THAT WE ALREADY GOT A WORKING MODULE WITH US, BUT IT DOESN'T DO ALL THE STUFF I LISTED ABOVE. MORE INFORMATION ABOUT REQUIREMENTS AND OUR EXISTING SYSTEM SHALL BE PROVIDED UPON CONTACT. WE ALREADY WASTED LOTS OF TIME ON OUR EXISTING BOARD, AND NOW WE ARE RE-DOING IT AGAIN. SO TIME IS BIT CRUCIAL FOR US, UNFORTUNATELY. ANY ONE CAPABLE AND FREE TO JUMP INTO THIS PROJECT NOW ( we needed this like yesterday), PLEASE DON'T DELAY...LET'S GET MOVING!!
