it's for monitor form external server, can use a agent or SNMP or it's for self report can use a script to send notification

we can handle this with zabbix monitoring system, if u need to scale this project to some more servers or parameters, or just simple script that will write log to txt file with such view "08/08/2020 4hours,20 minutes (cpu%>90)"
