Magento Extension product idea and discussion

A client requires a magento extension that enables his customers to post an idea on a product (in tab A). Other customers can then upvote or downvote these ideas, as well as open an discussion (in tab B) by clicking button. If an idea already has a discussion running, replace the “open a discussion” button by a “go to discussion” button.
