Merge all CSS into one stylesheet and validate

I need a website, which has CSS in the HTML of each page, along with 2 other stylesheets that are linked, to be merged into ONE CSS file. There are duplicates in the HTML for styles that aren't even being used. I need these to be taken out. I want all of the links to be blue and underlined. The font for best readibility, whatever that may be (color, font family, you tell me). I want the text to NOT run to the edge. I also need someone to optimize the entire site and make it validate.
